On February 8, 2021, the Ministry of Industry and Information Technology announced the “Notice on Issues concerning Measures for the Parallel Administration of the Average Fuel Consumption and New Energy Vehicle Credits of Passenger Vehicle Enterprises in 2020”.

Three temporary adjustments for the implement of Dual-credit Policy in 2020 have been clarified to ease the pressure on car manufacturers due to the impact of COVID-19 pandemic, including the calculation method of the average fuel consumption, the compensation of negative new energy vehicle credits, and the exemption of 20% negative dual credits of automakers registered in Hubei Province.
